
Survey Results, Wisconsin Residents Support Mandatory Use of IID With All Repeat Offenders and High BAC 1st Offenders.
Methodology. Chamberlain Research Consultants, a Madison based marketing research firm, conducted 600 surveys with Wisconsin resident to assess their opinion on the use of Breath Alcohol Ignition Interlock Devices. The interviews were completed September 12-18, 1997. The margin of error for this sample is +-3.97 at the 95% confidence level.
Capsule Summary: Respondents overwhelmingly agreed that repeat OWI offenders should be required to use the interlock device if they apply for an occupational license and for some period of time after their regular license is reinstated. Legislators have strong constituent support (86%) for requiring use of the interlock device with an occupational license and for at least one year after their license is reinstated. There is also strong support (66%) for requiring this device when first-time offenders are caught driving with a blood alcohol level in excess of one and one half the legal limit, or .15%. (61%) also believe that all DWI offenders should be required to use the interlock device. Over half of all respondents feel that the current temporary license revocation is not effective. Interestingly only 5% of those surveyed who have been personally convicted of an OWI find license revocation to be extremely effective, yet they voice strong support for requiring the interlock device both as a part of the occupational license and after license reinstatement.
